A.Barkan Development and Construction is a family-owned and community-rooted construction company that specializes in developing and building residential projects across Israel. The company was founded in 1972 by the entrepreneur and contractor Avraham Barkan (dec.), and is one of Israel’s longest-standing construction companies, with a legacy of more than 50 years. Since its establishment, the company has been championing the values of professionalism, reliability and quality to the benefits of all of its customers, and it meticulously adheres to these values to these values to this very day. The company provides its customers with high quality residences while offering maximal service and meeting the preset schedules. The company boasts large-scale residential construction and numerous public institutions that it has built in Jerusalem and its surroundings. In light of the company’s accelerated growth, Uri Starer (dec.), Avraham’s son in law, joined the company’s executive team, and after Avraham’s retirement he was appointed as the company’s CEO. The growth and construction momentum continues also today, with member of the third generation who manage the company – Roni Tamam-Starer, Uri’s daughter, and his son in law, Omer Porat-Starer. During its years of operations, A. Barkan has built thousands of apartments in Jerusalem, Ma’ale Adumim, Beit Shemesh, Elad, Kiryat Gat, Yokne’am, Efrat, Ariel, Kokhav Ya’ir and other settlements in Judea and Samaria, and nowadays it is also expanding its operations into the urban renewal field.
Contractor Classification of C5 (Unlimited); High Financial Resilience
The vast contracting experience that the company has accumulated over the years, in combination with its proven financial strength, provides it with a classification of C5 (unlimited) in the Contractors Registrar and also a Chief Contractor certification. The company is highly esteemed by professional colleagues and financiers and its success is indicated by the high percentage of returning customers who choose it over and over again for purchasing apartments for themselves and their families.
Milestones in the Company’s History
The first project that the company executed was the construction of the Hesder Yeshiva “Har Etzion” in Alon Shvut. Upon the successful completion of this project, the company turned to residential construction and in 1974 it started building homes for young couples in Alon Shvut. Later on, the company also built numerous public buildings across Jerusalem including synagogues, Hadassah Hospital, Bezek and more. In 1991, the company populated its first self-developed project for young couples in Alon Shvut. This project was followed by numerous other projects that the company developed and built. A year later, the company populated a project in HaDekel Neighborhood in Efrat, and built the “Zoology Building” for the Jerusalem Municipality – an architectural conservation project that included also the construction of an aqueduct. In the mid-1990, the company started expanding outside the borders of Jerusalem , with the development and construction of projects in Elad. In the year 2000, the company recorded a major milestone when it completed the construction of the hi-tech industry building “Amot Investments” in Har Hotzvim in Jerusalem, a project that won it the “Construction Excellence Award” in the criteria of Construction Quality, Blending into Urban Landscape, Environmental Awareness and Construction Industrialization. Over the first decade of the 2000s, the company populated numerous projects, including in Ma’ale Adumim, Efrat, Kiryat Gat, Yokne’am and Beit Shemesh. In the second decade, it won two large-scale Mehir LaMishtaken (government price-capped) projects in Ariel and in Adam (Geva-Binyamin). Over the past few years, the company has also entered the urban renewal field, and it is currently entrusted with several projects in Bnei Brak and Jerusalem.

Adam, Geva-Binyamin (191 apartments) – a new residential project in Adam, an urban-communal town, which is located only 6km from Jerusalem and belongs to the Mate Binyamin Regional Council. The project includes 191 apartments with a diverse mix – 6-7-room apartments with large gardens, 5.5-6-room apartments with large balconies, large and spacious 6-room penthouses, and twin houses with large gardens.
Ariel (190 apartments) – A new residential project at the south of this fast-growing city. The project includes 190 apartments with a diverse mix – 4,5 and 6-room apartments, 5-room garden apartments, 6-room duplexes with a garden, huge 5-room penthouses with spacious balconies and detached houses with separate basements on a half-dunam lot.
