Practice Areas

Energy & Infrastructure - One of Israel’s pioneering and leading energy practices, the firm represents 70% of Israel’s private power producers, and international NGO – the Independent Private Power Producers Forum. With comprehensive knowledge and unique experience in the commercial and regulatory aspects of the field, our attorneys play a significant part in formulating regulatory frameworks and reforms. We advise clients - leading entities and facilities, such as conventional and renewable private power plants, and all types of natural gas utilities - on establishment, operations, tenders and contracts. Our team leads most of Israel’s key energy projects, including the first and largest private power plant, and numerous leading renewable energy projects (PV, wind and bio-gas). In addition, the firm has extensive experience in tenders, concessions and investments proceedings. We represent international companies with Israeli operations, and support many of Israel’s natural gas consumers, natural gas distributors, marketers and contractors with their businesses – both domestic and overseas. We also have expertise in infrastructure projects, in particular major transportation projects, in developing countries and locally.

Regulation & Administrative Law - Our team provides comprehensive counsel and strategic support to clients in a range of fields, including communications, banking, food, pharmaceuticals, health, and transportation. Specifically, we provide strategic advice to major groups in the Israeli economy concerning economic regulation, both counselling multinational companies operating in Israel and abroad, and supporting Israeli companies in their foreign regulatory conduct. We also handle privacy protection and database issues. Highly experienced in the telecommunications sector, our team is proficient in complex regulatory issues of this field. We advise our clients, which include communications, telecommunications, broadcasting and advertising companies, on setting long-term regulatory strategies, as well as representing them in legislative and administrative proceedings, public policy hearings before all government authorities, complex disputes and tenders. Our team also handles complex administrative disputes and represent clients before relevant courts and tribunals, such as the administrative court and the Supreme Court, as well as national committees of inquiry, public audit committees, parliamentary committees and in administrative hearings before various authorities.

Competition - Regarding antitrust-related proceedings, we advise on competition issues concerning monopolies, collusions and mergers, representing clients before the Israel Competition Authority and other governmental bodies, and in legal proceedings before the antitrust and civil courts.

Litigation and dispute resolution and White-collar Crime - Our practice represents senior businesspeople and public officials in criminal cases concerning matters such as securities, antitrust, tax, money laundering and defense. We also represent clients before governmental and military committees of inquiry, and in hearings and proceedings concerning homeland security.

Commercial and Corporate - This team counsels organizations from various fields and industries on multifaceted transactions in areas including venture capital, private equity, mergers and acquisitions and corporate law. With vast experience in representing Israeli and international companies and groups, private equity and venture capital funds, private investors and entrepreneurs, we often serve as an entry point for foreign entities doing business in Israel. Amit Krispin - A pioneer in the Israeli energy market, Amit serves as adviser to the Israeli Forum of Private Power Producers, and supports key entities in the Israeli energy market. He represents companies in their interactions with the regulators, and in matters concerning planning and zoning agreements, power supply agreements, finance agreements, power purchase agreements, and more.

Noga Rubinstein - An expert in regulatory advice and representation, Noga gained experience in administrative and public law during her work as General Counsel of the Ministry of Communications and, earlier in her career, as Deputy Attorney General for Fiscal-Economic Matters, at the Ministry of Justice.

Roy Blecher - A leading criminal and white-collar attorney, and one of the defense team leaders of former Prime Minister Ehud Olmert, Roy advises on some of Israel’s most complex tort and medical malpractice claims, and is an expert in cases that combine multiple victims. He advises government companies and defense companies in the formulation of compliance programs aimed at preventing bribery of foreign officials, representing them in complex civil and administrative litigation proceedings that involve sensitive matters of homeland security. Previously, Roy served as a senior consultant officer and as a Military Advocate at the Military Advocate General’s Corps.

Emmanuel Kadouch - With over 20 years’ experience in a wide range of corporate issues, including mergers and acquisition, private equity and complex commercial transactions, Emmanuel represents both Israeli and international investors. He advises foreign companies and organizations of all sizes doing business in Israel in various fields and industries, from startups at their inception to multi-billion-dollar groups and companies doing business in Israel. He is also regarded as one of Israel’s leading venture debt lawyers, and represents the most active venture debt fund in the Israeli tech sector.

Andrey Nickel - Specializing in competition law and regulation, Andrey advises clients on all aspects of competition law and represents them before the authorities and in tribunals. He is also an expert on Israel’s Centralization Law as well as the Foods Sector Competition Promotion Law. Andrey is a former head of the Israel Competition Authority’s legal team.

Arye Liany - Specializing in real estate and infrastructure projects in developing countries, Arye has extensive experience in advising on complex, large-scale real estate transactions in Israel and abroad. He gained his expertise while working as general counsel of Aviv & Co., OCIF Investment & Development, and Ogen Yielding Real Estate. He also served as general counsel of the Tahal Group and of Baran International.
