Adv. Omri Segev, Founding Partner
Adv. Segev has vast experience in the practice areas of administrative law, political parties, local authorities, Bagatz applications and cyber and privacy protection. Among other roles, he serves as the general counsel of the Israeli Labor Party (ILP), several large municipalities, a member of the Central Elections Committee (for five separate election campaigns) and as a director of N.H.S. Ltd. He interned at the Bagatz department of the State Attorney and after his bar admittance he was very active in the administrative field and in very prominent legal proceedings. In his early career he served as an academic assistant of Prof. Arieh Reich and Prof. Eli Bukspan and served as a member of Bar Ilan University Law Faculty’s Journal. Before founding his own private firm, he worked in a leading law firm in the field of planning and zoning and municipal law. By education, he holds an LL.B. (Extended) from Bar Ilan University and an M.B.A. (Cyber and Privacy Protection) from TAU. In his military reserve service, he serves as an officer in the International Law Department of the MAG corps.

Adv. Yarkoni specializes in civil – commercial law, including the representation of some of the largest commercial enterprises in Israel in complex legal proceedings, including class actions. Adv. Yarkoni has vast experience in providing ongoing legal assistance to corporations and shareholders, and handling complex transactions, including real estate transactions (urban renewal and dissolution of partnerships). Adv. Yarkoni has a specific specialization in intellectual property law including the representation of importers before the Israeli customs authorities. By education he holds an LL.B. and a B.A., Business Administration from IDC Herzliya. He also graduated from the director training course.

Adv. Uri Eldar, Founding Partner
Adv. Eldar has vast experience in the practice areas of IP, class actions and commercial law.
He interned in one of the largest law firms in Israel in the fields of IP, tech and commercial law, with an emphasis on privacy protection and cyber.
In his early career he served as the assistant of the Hon. Judge Arieh Romanov in the Jerusalem District Court. In addition, Uri is a certified Data Protection Officer and he counsels companies and organizations on privacy compliance.
Adv. Eldar has vast experience in legal counsel to companies and NGOs. He also has a unique specialization in class actions (representing plaintiffs and defendants). By education he has an LL.B. and an M.B.A. (Strategy and Marketing) from the Ono Academic College. He serves as a reserve officer at the rank of a Major in the Jerusalem Infantry Division.

Notable Cases – Local Authorities

ILP – Ongoing legal counsel, correspondence on behalf of the chairperson to administrative and other entities regarding matters on the public agenda. The firm represented the ILP in three Bagatz petitions on constitutional matters: Bagatz 4156/23 ILP, Yokne’am Mayor and others vs. Israeli Government (representing 9 local authorities and the ILP on the matter of the City Tax Fund); Bagatz 179/23 ILP vs. State of Israel (Amendment to the Police Ordinance); Bagatz 5919/23 ILP vs. Israeli Government (principle of reasonableness).

Carmel Shama HaCohen, Mayor of Ramat Gan– Ongoing legal counsel in matters pertaining to election law and local authority finance, representation in courts and before the Central Elections Committee in petitions. These were complex petitions pertaining to usage of public resources which were directed against the mayor, and all of them were rejected: Local Authorities Appeal 18/26 Ilani vs. Shama HaCohen; Local Authorities Case 6/26 Ilani vs. Shama HaCohen; Local Authorities Case 28/26 Ilani vs. Shama HaCohen; Local Authorities Case 160/26 Ilani vs. Shama HaCohen.

Dep. Commissioner (ret.) Yaacov Borovsky – Ongoing legal counsel on matters pertaining to election law and local authority finance, representation in courts and before the Chairperson of the Central Elections Committee in petitions.

Mr. Genadi Borshavski (Chairperson of the Petach Tikva Audit Committee) – representation in proceedings against the Petach Tikva Municipality and mayor. In the framework of these proceedings permanent injunctions were issued against the municipality for prevention of prohibited resource use of a supervised entity for electioneering, with s precedential attorney’s fees ruling (NIS 100,000) due to the behavior of the defendants (local authority case 106/23; local authority case 30/25 Borshavski vs. Greenberg and others).

Raffi Sa’ar, Mayor of Kfar Saba – Accompanying the candidate in building the electoral list, municipal funding and representation in the courts. The firm represented Sa’ar in proceedings which are related to local authorities elections and are discussed in the Regional Elections Committee: Local authority case 107/26 Lederman vs. Sa’ar; Local authority case 99/26 Lederman vs. Sa’ar; Local authority case 157/26 Lederman vs. Sa’ar.

ILP, Municipal Headquarters – accompanying 37 heads of local authorities and additional candidates as their representing law firm. This includes: Handling petitions before the regional/central election committees including filing and responding to petitions; privacy protection and databases; counsels of forms of incorporation as a faction in the outgoing council or a new list in particular, before the identification session; drafting various agreements and counsel on the provisions of the Local Authorities Law on matters relating to advance payments, reporting to the State Comptroller and fundraising; responding to legal-related enquiries etc.
