The firm provides appraisal and consulting services for all the real-estate segments to a variety of companies and authorities.

Real Estate Assessments for Credit Guarantees

The firm regularly prepares comprehensive real-estate assessments for a wide variety of prop-erties for inclusion in financial statements and prospectuses of public companies and institu-tional investors (in accordance with IFRS).

Urban Renewal Projects (“Pinui-Binui”)

The firm provides ongoing support to initiators of urban renewal projects (“Pinui-Binui” and “Tama 38”) in various cities. In this framework, the firm prepares economic feasibility opinions (in accordance with Israeli Appraisal Standard 21), balancing residents’ considerations, prep-aration of balancing tables, merging and dividing etc.

Financial Supervision for Construction Projects

The firm conducts  economic feasibility studies and “Zero Reports” and provides financial accompaniment and supervision services for all types of construction projects. The firm is in-cluded in the approved supervisors’ lists of most of the leading banks and relevant financial institutes. The firm’s clientele includes construction companies, private initiators and public entities.

Ongoing and Occasional Appraisal Services for Local Authorities

The firm provides ongoing services for the local commissions and municipalities of Tel-Aviv-Jaffa, Hod HaSharon, Southern Sharon, Bnei-Brak, and Rehovot, in all aspects of properties management, betterment charges, devaluations and more.

Handling Taxation – Objections to the ILA and the Tax Authority, Betterment Charges, 197 claims and Appropriations

The firm has extensive knowledge and experience in preparing objections to the assessments of local commissions (betterment levy, expropriations, devaluation claims in accordance with section 197), ILA assessment (discounted fees, permit fees) and the Tax Authority (betterment tax, purchasing tax) with support throughout all the proceedings (deciding appraiser, appeal committees, objections committees, courts etc.)

Accompaniment of Plans

The firm accompanies landowners in the promotion of planning proceedings, advisory vis-a-vis the planning commissions, with optimal land utilization, and the preparation of allocation and balancing tables for dividing the rights between the landowners, supporting landowners in appeal proceedings up until the final approval of the plans.

Unique Assets

Agricultural Sector – the firm specializes in this area, and consults Kibbutzim and Moshavim on the division of es-tates and inheritances. The firm accumulated vast experience in handling appropriations and devaluation claims.

Infrastructures – the firm advises and supports utilities and energy companies in various real-estate-related topics such as taxation, betterment charges, ILA Permit fees, and valuations.

The Partners

Yossi Barak – Founder and Manager: consults local authorities, public institutes, and construction companies on a variety of topics, and serves as Chief Advisor of local commissions. He has extensive experience in real estate expropriations, re-parcellations and negotiations with evictees and squatters in evictions, and supporting complex real-estate transactions. He is a founding member of the Israeli Academy for Real Estate Appraisal Research and Implementation (registered association).

Moshe Friedman – Senior Partner:  a civil engineer who advises real estate companies, institutional agencies (insurance compa-nies) and private entrepreneurs. He specializes in preparing business plans and feasibility studies, valuations for financial statements (IFRS), credit guarantees, and supporting projects and urban renewal plans including re-parcellation, allocation and balancing tables.

Nomi Kapelner – Managing Partner: serves as a consultant to private and public organizations on valuation issues, valuations for betterment charges, devaluations, supporting urban master plans and building preservations, and specializes in representation in all types of proceedings under amendment 84, appeal committees and ILA objections.

Michal Shimkevitz – Senior Partner: serves as a consultant to local authorities and private and public organizations on valuation matters, assessments for betterment charges, devaluations, and expropriations, provides ap-praisal advisory for municipalities and local planning and zoning commissions and serves as Chief Advisor of the “Southern Sharon” and Hod HaSharon regional council. She specializes in representation in all types of proceedings under amendment 84, appeal committees and ILA objections, and specializes in supporting planning proceedings and promoting new city mas-ter plans.

Raanan David – Partner: An economist (M.A.), Specializes in valuations for financial statements (IFRS) and prospectuses of public companies and institutional investors. He is an expert in economic analysis of re-al-estate projects and feasibility studies for investment purposes , and in addition supports urban renewal (Pinui-Binui) projects.

Yoav Sheinkin – Partner: Head of the firm’s financial supervision practice that handles the preparation of zero reports and economic feasibility studies. He specializes in valuations of agricultural, infrastructure, and energy properties.

    In 2015-2016, several regulatory steps were taken by the government and the banks in order to affect the industry’s supply and demand. For example, demand-curtailing steps were taken aimed both at young couples (an increase of the mortgages interest rates by the banks) and at investors (governmental increase of investment apartments purchasing tax and taxation of third apartments). From the supply aspect – the “Mehir La’Mishtaken” (government price-capped) program was expanded, and the marketing of tens of thousands of reduced-price apartments for eligible candidates has begun.
