Areas of Expertise

Real-estate Assessments for Credit Guarantees - BFKS specializes in valuations for the purpose of securing credit for financing entities in accordance with the provisions of Clause No. 19, and is included in the appraisal lists of all commercial banks, all insurance companies and other financing entities.

Real-estate Assessments for Reporting - BFKS regularly drafts real-estate assessments for a wide variety of properties for inclusion in financial statements and prospectuses of public companies and institutional investors (in accordance with IFRS).

Urban Renewal Projects (“Pinui-Binui”) - BFKS provides ongoing support to initiators of urban renewal projects in various cities. The firm prepares economic feasibility opinions (in accordance with Israeli Appraisal Standard 21), balancing residents’ considerations, preparation of balancing tables, merging and dividing, etc.

Financial Supervision for Construction Projects - BFKS conducts economic feasibility studies and “Zero Reports” and provides financial accompaniment and supervision services for all types of construction projects. BFKS is included in the approved supervisors’ lists of most of the leading banks and relevant financial institutes, and operates as a one-stop-shop in this segment. The firm’s clientele includes construction companies, private initiators and public entities.

Ongoing and Occasional Appraisal Services for Local Authorities - BFKS provides ongoing services for the local commissions and municipalities of Tel-Aviv-Jaffa, Hod HaSharon, Southern Sharon, Bnei-Brak, and Rehovot, in all aspects of properties management, betterment levies, devaluations etc.

Handling Taxation – Objections to the ILA and the Tax Authority, Betterment Charges, 197 claims and Appropriations - BFKS has longstanding knowledge and experience in preparing objections to the assessments of local commissions (betterment levy, expropriations, devaluation claims in accordance with section 197), ILA assessment (discounted fees, permit fees) and the Tax Authority (betterment tax, purchasing tax) with support throughout all the proceedings (deciding appraiser, appeal committees, objections committees, courts etc.)

Accompaniment of Plans - BFKS accompanies landowners in the promotion of planning proceedings, advisory vis-a-vis the planning commissions, with optimal land utilization, and the preparation of allocation and balancing tables for dividing the rights between the landowners, supporting landowners in appeal proceedings up until the final approval plans.

Unique Assets

Agricultural Sector – BFKS specializes in this area, and consults Kibbutzim and Moshavim on the division of estates and inheritances. The firm accumulated many years of experience and in-depth knowledge in handling appropriations and devaluation claims.

Infrastructures – BFKS advises and supports utilities and energy companies in various real-estate related topics such as taxation, betterment charges, ILA Permit fees, and valuations.

Urban Economics

The firm specializes, inter alia, in feasibility checks for urban renewal projects, analyses of economic implications of zoning and master plans, development of employment, commerce and industry zones and leading complex negotiations vis-à-vis government ministries. Yuval Arbel, Senior Economic Advisor, provides economic and managerial consulting to local authorities, municipal entities and government ministries, and helps designing strategic plans and making economically significant decision.

The Partners

Yossi Barak, Senior Partner Manager: has extensive experience in real-estate expropriations, reparcellations, and negotiations with evictees and squatters in evictions, and supports complex real-estate transactions. He counsels to local authorities, public institutes and construction companies and is a founding member of the Israeli Academy for Real-estate Appraisal Research and Implementation (registered association).

Moshe Friedman, Senior Partner: a civil engineer who advises public real-estate companies, insurance companies, institutions and private entrepreneurs, and specializes in preparing business plans and feasibility studies, and valuations for financial statements (IFRS). He has experience in supporting urban renewals up to completion.

Nomi Kapelner, Senior Partner: serves as a consultant to private and public organizations on valuation issues, valuations for betterment charges, devaluations, supporting urban master plans and building preservations, and specializes in representation in proceedings under amendment 84, appeal committees and ILA objections.

Michal Shimkevitz, Senior Partner: Has expertise in representing private entities and developers before deciding appraisers under Amendment 84 (betterment charges), appeal committees, objections to ILA assessments, depreciation and expropriation claims. She has vast experience in valuation, pre-acquisition checks and expert opinions for courts. She also serves as a senior advisor for several local committees and private entities in preparing zoning plans and objections thereof.

Raanan David, Partner: An economist (M.A.), Specializes in valuations for financial statements (IFRS) and prospectuses of public companies and institutional investors. He is an expert in the economic analysis of real-estate projects and feasibility studies for investment purposes, and in addition, supports urban renewal (Pinui-Binui) projects.

Yoav Sheinkin, Partner: Head of the firm’s financial supervision practice that handles the preparation of zero reports and economic feasibility studies. He specializes in valuations of agricultural, infrastructure, and energy properties.
