Khalayleh Brothers Paving and Construction Ltd. The Khalayleh Brothers Group is a growing fami-ly-owned real-estate group, which is active in the development and construction of residential projects – conventional construction, urban renewal (NOP 38 and Pinui-Binui), Mehir LaMishtaken (government price-capped projects) tenders, as well as construction of public buildings and commercial real estate. The group was founded in 2005 by brothers Thaer and Ihab Khalayleh, seasoned developers and contractors with many years of experience in the field of real estate, and is owned by them to this day. Alongside the pair, the group also employs their brother Anan Khalayleh, who heads the group’s construction execution operations, also the brother Arqam Khalayleh who heads all the constructions in the Jerusalem area. The group started as a construc-tion and paving company and over the years its operations expanded into the fields of construc-tion execution and development, as the group acquired additional companies such as Mindi Initi-ation and Construction (a company with a C5 - Unlimited contractor classification) and also estab-lished companies such as Nof Beitar 44 Ltd., which is initiating and execution a residential con-struction project on 44 Beitar St., Jerusalem, and initiation in ben shemen, in planning stages, of 160 residential units. To date, Khalayleh Brothers has built thousands of apartments across Isra-el, detached houses as well as high-density construction, and it is currently focusing on projects in Bnei Brak, Jerusalem, Tel Aviv, and Holon.
From Groundworks to Population
Khalayleh Brothers is operating as a real estate one-stop-shop and when it starts a project, its works include not only the construction itself but also the digging and shoring, the construction execution, the finishing works, the population and the apartments’ delivery, and ongoing and devoted service throughout the post construction checkup year. Furthermore, the group privately owns construction equipment, including molds, European scaffolding with a standard mark in its name, telescopic handlers, tower cranes, pumps and more. These lateral capabilities provide the company with absolute control on each of its projects with full compliance with the schedules and an uncompromising construction standard. The company has high financial resilience and all of its projects are accompanied by Israel’s largest banks. The company invests in resources for technological development and a high level of safety of the work process and control. In addition, the company works with a scaffolding system in accordance with European standards.

Executing Projects Without Relying on Outsourcing Contractors
The company’s great advantage stems from its human capital, which amounts to 350 workers and managers who are employed directly by it, many of them are Chinese workers. These workers in-clude first-class engineers and work managers and also seasoned and professional construction workers who have been accompanying the company for years. This direct employment creates independence from external manpower companies, and this enables the company to meet dead-lines, improve its economic efficiency and continue to execute its works even in extreme stress scenarios such as the coronavirus crisis.

The Flagship Projects
Jerusalem: Lana Beit Hanina - 500 prestigious residential units including commercial center (phase A – delivered - 94 prestigious residential units including public grounds). Phase B – 154 housing units- in execution.
David Gardens (Ginot David), Kahneman Street, Bnei Brak: This prominent project includes 500 residential apartments, two office buildings, kindergartens, a commerce building and 20,000 sq.m. of park-ing areas. The first stage of the project, with 175 apartments, has already been completed and populated to the residents’ satisfaction, and the company is currently at the second stage, the construction of 68 apartments, and 65 residential units at the third stage which have already been completed and being populated. The other apartments and the huge parking garage are under construction.
