About B.A.L Management, Supervision and Engineering
B.A.L is a leading engineering company engaged in the management and supervision of office, logistics, industry and infrastructure projects and of urban renewal. The company was established in 2010 and was one of the pioneers of the supervision of urban renewal projects in Israel (TAMA (National Outline Plan) 38, both Reinforcement and evacuation and reconstruction) on behalf of the tenants. The company has about 16 years of experience in this field with operations nationwide, including in Eilat, Tel Aviv, Jerusalem, Ramat Gan, Ramat Hasharon, Holon, Bat Yam, Yehud, Ramla, Nof HaGalil, Or Yehuda, Haifa and the Krayot. The company has accompanied and continues to accompany many dozens of projects in urban renewal tracks, of which about 25 have been successfully delivered, and about 18 are under construction in various stages and dozens more are in the process of permits and signatures. Lior Ben Artzi, Owner and C.E.O
Lior Ben Artzi holds a BSc in Civil Engineering from the Technion and has over 30 years of experience in flagship projects. Prior to opening his private office, he served as a chief engineer in large companies such as Peretz Bonei Hanegev, and as the CEO of a construction company that was engaged in the construction of logistics buildings in Romania. Over the years, Lior has managed and established residential and commercial projects with a cumulative area of more than 100,000 square meters. Among the projects in which he was a partner are the “Platino House” on HaArbaa Street in Tel Aviv, “Tel Aviv Towers” on Nahalat Yitzhak Street, “Tnuva Dairy” in Romania and more.
The company’s areas of activity
Engineering supervision on behalf of apartment owners in urban renewal - This activity arm is the dominant arm of the company today, and the team currently accompanies tenants in dozens of projects in various planning and execution stages, both in urban renewal and in combination transactions. In each project, the company enters the most initial stages and actually determines the parameters for selecting the developer, foremost among them are the technical specifications. This is due to its in-depth engineering vision and its accumulated experience in supervision, management and construction over many years.
Management of residential, offices, logistics, industry and infrastructure projects - The company has extensive experience in managing various projects, especially logistics projects that include promotion and change of urban building schemes. Thus, among other things, the company made a change in the zoning plan from industrial to residential for “Gad Dairies”, which were evacuated from Bat Yam, built a 30,000 square meter logistics building in Ashkelon for Electra Construction, evacuated Osem’s Petah Tikva offices to the Shoham Industrial Zone while establishing a new headquarters, carried out a zoning change for an office and hotel project in Bat Yam, and more.
The eyes of the apartment owners
The main function of B.A.L is to be the eyes of the apartment owners - In other words, representing their interests while making sure that construction is carried out in accordance with the agreements, plans and standards. The company stands on its hind legs for the residents even in the face of the large companies in the construction industry and the team performs ongoing control over the quality of construction, meeting schedules, using high-quality and proper materials that meet the standard of how to apply the materials and the combination between them, the quality and certifications of the workers at the site, safety at the sites, progress in the accumulation of reports for the provision of Form 4 (Occupancy Certificate), and more. As of today, the company’s team consists of 9 employees, including engineers/practical engineers and the company’s architect.
Out-of-the-box thinking that saves a lot of capital - for both tenants and developers
The company is endowed with out-of-the-box thinking and in every project goes down to the resolutions and to the smallest details of the specifications in order to maximize the tenants’ compensation and even prevent them from any future risk. A good example of this is a project supervised by the company in Jerusalem, due to the height difference between it and the street the municipality demanded that an elevator will be built there for the benefit of the residents. In this project, the company insisted that the maintenance of the elevator will be assigned to the entrepreneurial company and not to the tenants, as initially required, in light of the high costs of electricity and the repairs required of the elevator, and also for fear of cases of personal accidents in the elevator and the exposure of the tenants to tort claims. In this way, the company saved the tenants represented by it a large amount of capital over many years.
Another example comes from a project in which the street floor is a commercial floor. The company has raised a demand that the parking lots of the suppliers and store owners be completely separate from the parking lots of the building’s residents in order to prevent the passage of unwanted elements in the building near the residential apartments. The developer accepted the company’s claim and this clause was clarified in the contract in favor of the tenants. In addition, in many cases, the company’s effective supervision saves a lot of capital for entrepreneurs and contractors as well, when the company finds a construction defect, the contractor corrects the defect at an early stage of the project, thus, he is prevented from a huge cluster of deficiencies at the end of the execution process.
Weekly and monthly reports on project progress
B.A.L provides residents with ongoing weekly and monthly reports on the progress of the project, found deficiencies and solutions that have been proposed, thus ensuring full transparency and ongoing reporting during the various stages of construction and provides residents with security and well-being when it comes to their future apartments. Moreover, in cases of deficiencies or disputes, the company’s personnel serve as expert witnesses who assist the tenants in protecting their rights in the various courts.
