Frish, Shperber, Reinherz & Co. – Law Firm was founded in 1995 by retired Judge Sarah Frish, together with her partner, Attorney Aharon Shperber. The firm practices in all areas of civil, commercial, and administrative law and currently employs 72 employees, including 45 attorneys, as well as interns, law students, an office manager, and an administrative staff. The firm provides services to a wide range of clients, among which are public and statutory corporations, local authorities, government companies, financial institutions such as insurance companies, and others.

Firm Management

Attorney Sarah Frish, Owner and Manager– Attorney Frish is a retired judge who served between 1981–1994 as a judge of the Magistrates’ Court in Petah Tikva. Between 1994–2004, she served as President of the “Sha’arei Mishpat” College of Law, and between 1999–2026 she has been serving as a director in various companies and as a member of public committees. She currently serves as Chair of Ethics Committees in hospitals. Since 1995, she has been the owner and manager of the law firm and is engaged in arbitration and mediation in commercial matters. She holds an LL.B. from Tel Aviv University and an LL.M. from the Faculty of Law at Bar-Ilan University.

Attorney Aharon Shperber, Owner and Manager – Attorney Shperber practices litigation and case management in all judicial instances and in all areas of civil, administrative, and commercial law. He has been an owner and manager of the firm since 1995. In 1993, he received the President of the State Award (the nomination was submitted by Bar-Ilan University – Faculty of Law). He currently serves as a member of the National Arbitration Committee of the Israel Bar Association and as a member of the committee in charge of drafting the Israeli bar qualification examination. Over the years, he served as a lecturer at the Faculty of Law at Bar-Ilan University, at Sha’arei Mishpat College, and at “Ono” Academic College. He holds LL.B. and LL.M. degrees from Bar-Ilan University.

Attorney Yechezkel Reinherz, Senior Partner – Attorney Reinherz practices litigation and case management in various courts. He specializes in administrative law, representation of local authorities, and representation of companies and private clients in monetary and contractual claims, among others. He maintains extensive experience in negotiation management, drafting legal opinions, preparing legal documents, and appearances before various judicial instances. He holds an LL.B. from the Faculty of Law at Bar-Ilan University and has been a partner at the firm since 2000.

The Departments of the Firm

Local Authorities: Administrative law, corporate governance, planning and construction, and municipal taxation – The department is headed by Attorneys Aharon Shperber, Yechezkel Reinherz, Michal Agassi, and Asher Ilovitch. The department handles all aspects of municipal taxation; representation of local authorities in class actions on a wide range of issues, primarily municipal taxation matters; representation and accompaniment of local authorities in the examination of initiated municipal charges relating to property tax (Arnona), fees, and development levies; representation of local authorities and public and government corporations in real estate and expropriation matters; representation in petitions to the High Court of Justice and in administrative petitions to the District Court (Administrative Affairs Court), as well as representation before various planning and building committees, including the National Planning and Building Council, district committees, district appeal committees, decisive appraisers, etc. In addition, the firm maintians a department that handles claims pursuant to Section 197 of the Planning and Building Law and compensation claims due to expropriations.

Torts – Bodily Injury and Property Damage, Insurance, and Medical Malpractice – The Department of Torts (Bodily Injury), Insurance, and Medical Malpractice is headed by Attorney Penina Goren, and the Department of Torts (Property Damage) is headed by Attorney Anat Meital Schwartz. The firm is among the leading firms in Israel in the fields of torts, insurance, and medical malpractice and appears before all judicial instances in Israel in these areas daily. The firm has unique expertise in the field of medical malpractice and provides legal advisory services in this field to insurance companies and medical institutions. In the field of medical malpractice, the firm represents hospitals, health maintenance organizations, nursing institutions, physicians, and medical staff against whom claims have been filed alleging medical malpractice.
The Department of Torts, Insurance, and Medical Malpractice handles a wide array of matters and claims, including: representation in tort claims relating to medical malpractice; representation of insurance companies in bodily injury claims, property damage claims, and subrogation claims; ongoing legal advice to insurance companies and to local authorities, public corporations, government corporations, and private companies regarding insurance and tort claims.

Tenders – The department is headed by Attorney Moriah Gila. The department handles a variety of matters and claims, including: drafting tenders and legal engagements for public and government corporations and local authorities, including negotiation and decision-making stages; representation of public and government corporations and local authorities in administrative petitions regarding tenders; and providing legal accompaniment and advice to tender committees of local authorities and public and government corporations from the tender drafting stage through engagement with the winning supplier.

Labor Law – The department is headed by Attorney Sarah Frish as consulting partner and Attorney Liat Keinan. The department handles a variety of matters and claims, such as: representation before regional labor courts and the National Labor Court in claims and appeals in individual and collective labor disputes; ongoing legal advice to public and private bodies, including public corporations, government companies, local authorities, private companies, etc.; provision of legal opinions regarding various issues pertaining to labor law in the public and private sectors; representation before parity committees, in arbitrations, and in mediation/conciliation proceedings, and in various proceedings vis-à-vis government ministries; accompaniment of employers in employee termination processes, including hearing procedures; drafting and handling individual employment contracts and drafting and handling collective agreements and arrangements.

Civil–Commercial Litigation – The department is headed by Attorneys Aharon Shperber, Hagi Kahana, and Yaakov Bracha. The department handles a variety of matters and claims, including: monetary claims, possession claims, eviction, declaratory actions, injunctions, mandatory orders, and more; representation of defendants, primarily local authorities and corporations, in class actions in various matters of local government (property tax, signage fees, education, taxation, etc.); representation of representative plaintiffs against various commercial entities.

Execution, Liquidation, and Bankruptcy Department – The firm has a dedicated department that handles collections for public corporations and commercial companies through the operation of a collection system using execution proceedings, receivership, liquidations, and bankruptcy (including realization of securities: pledges, mortgages, and liens). This department includes experienced execution clerks as well as an attorney responsible for the legal aspects of the collection proceedings, including litigation.
