Minhelet 38 was established in 2017 and is considered one of Israel’s leading companies in the field of organizing apartment owners in urban renewal projects. The company currently accompanies approximately 4,500 apartment owners in dozens of Tama 38 and Pinui-Binui projects throughout Israel. The company was founded to address the critical need for proper and professional management and organization on behalf of residents, who are often unaware of their rights and obligations in this complex process. Minhelet 38 represents and manages the process in full cooperation with the residents and at no cost to them, from the initial organization stage through project completion. The company brings a new generation of urban renewal, giving residents the ability to control the project, understand exactly what benefits they will receive, and determine what is right for them.
Avi Barocas, Owner of the Company
Avi Barocas is the owner of “Minhelet 38 – Urban Renewal Management Company.” Barocas has specialized in the field of urban renewal for many years, and among the significant projects he leads is a large-scale Pinui-Binui complex comprising 206 apartments and commercial units in the city of Holon.
Previously, Barocas owned an online sales company for 13 years that operated three successful websites. One day, he decided he wanted to work with people rather than computers, sold the successful company, and began studying real estate through numerous courses. Along the way, he became a lecturer in real estate entrepreneurship and investments.

Barocas believes that the field of urban renewal reflects the triangle of real estate, people, and Zionism. In his view, urban renewal is the rebuilding of the country, and since central Israel has become extremely dense, the time has come to rebuild it. At the same time, the periphery requires reinforcement and renewal of its aging buildings. Through his vision, Barocas seeks to continue advancing projects already underway and ensure that residents receive the keys to their new apartments, while also developing new projects and continuing to help people improve their quality of life despite the country’s high real estate prices.
Barocas also serves as CEO of the Chamber of Urban Renewal Organizers. As part of his role, he participates in meetings of the Knesset Interior Committee, works with various municipal administrations, and collaborates with the Government Authority for Urban Renewal to improve the urban renewal organizer profession in Israel.

Company Responsibilities
Minhelet 38 accompanies residents from A to Z and is responsible for organizing and supporting apartment owners, including maintaining direct contact with all relevant parties; appointing legally compliant building representatives from each building; mapping the complex according to private ownership, public housing apartments, residents and landlords, etc.; conducting tenders for professionals representing the apartment owners, including attorneys, supervisors, and appraisers; conducting developer tenders; coordinating between the various professionals, the developer, and the residents; providing personal assistance to elderly residents and people with disabilities; managing a transparent and professional process with the apartment owners’ representatives; providing close support and assistance regarding the annual maintenance fund from the signing of the required majority agreement until demolition of the building; providing ongoing updates throughout the planning and execution stages; and accompanying apartment owners during evacuation and return to their new apartments. Benefits for residents include a new apartment, a secure room (Mamad), a sun balcony, registered parking, a storage unit subject to planning approval, a rich technical specification for both the apartment and building lobby, payment of building maintenance fees for several years from occupancy, a maintenance fund for the old building from signing the agreement until evacuation of the property, and many additional benefits.
