About ProperTeam
ProperTeam was established in 2009 and marks nearly two decades of intensive and successful activity in the Israeli real estate market, in full cooperation with Almog Real Estate. The company is currently considered one of the leading and most professional land development firms in the field of identifying, promoting, and enhancing privately owned land.
Together with its partners, it holds assets valued at over 2 billion NIS. The company is defined first and foremost as a qualified firm composed of a team of experts in planning and construction fields, including lawyers and real estate appraisers, holding a deep understanding that success in this industry lies not only in marketing, but in the professional ability to navigate the complexities of zoning plans, planning committees, land readjustment processes, and the value-enhancement stages that precede construction.
Strategic Focus on Private Land Only
ProperTeam focuses exclusively and strategically on privately registered land in the land registry (Tabu), based on the understanding that only in such assets can significant value appreciation be generated for investors, unlike state-owned land (Israel Land Authority), where the state is the primary beneficiary of the process. The company’s business philosophy treats land as a high-quality “raw material,” while ProperTeam’s role is to take raw land and guide it through all complex planning stages until it becomes a real estate asset ready for the next phases - sale, joint ventures, construction services, and more - while generating significant value appreciation.
Adv. Haim Bartov
At the head of the company stands founder and owner Haim Bartov, an attorney, who brings decades of experience and legal, planning, and strategic expertise that form the backbone of the company’s entire activity. In addition to managing ProperTeam, Bartov also owns the real estate brokerage and property management firm “Bar Properties,” which manages all client-owned built properties, including rentals and sales. Bartov also serves as a lecturer in real estate entrepreneurship, land enhancement, planning and building law, land taxation, and real estate investment in leading academic institutions in Israel.
The Successful Podcast “King of the Plot”
The company believes in full transparency and market education and therefore leads significant content platforms. Its flagship project is the “King of the Plot” podcast, which has built a YouTube community of tens of thousands of subscribers. In this podcast, company executives host senior figures in Israel’s real estate sector, including heads of planning appeal committees, valuation arbitrators, senior planning and zoning attorneys, and developers, all in order to make professional knowledge accessible to the general public.
The Real Estate and Entrepreneurship Academy
The Real Estate and Entrepreneurship Academy, led by Adv. Haim Bartov and Adv. Ortal Davidian Gadony, is the first educational program in Israel that teaches how to invest in land intelligently, directly from experienced attorneys, appraisers, and developers. The program covers topics such as planning committees and how they operate, how to read planning maps, how to draft a strong co-ownership agreement, how to identify areas that are likely to develop into future neighborhoods, what value drivers lead to future price increases, what truly drives the market, and how to identify upcoming opportunities at the right time. Students in the program receive full access to the lecturers’ accumulated expertise and decades of practical experience, as well as weekly live sessions with Adv. Bartov, Adv. Davidian Gadony, Guy Faran, Liron Kameo, and other team members who present real-world examples from dozens of real estate projects led by the company.
The Company Invests Alongside Its Clients in Every Project
The most significant advantage of ProperTeam lies in the fact that it is a development company that invests alongside its clients in every project. This means ProperTeam remains a full partner with its clients throughout the entire process until the project is finished. Another strategic advantage is the “mass power” the company creates by acquiring large land parcels within planning complexes. In each project, ProperTeam holds land reserves on a scale of dozens of dunams, comprising hundreds and even thousands of future housing units.
This scale grants the company greater leverage and influence vis-à-vis planning committees and local authorities, particularly at the stage of parcel allocation in zoning tables within detailed plans, enabling it to maximize building rights and secure the best possible parcels and conditions for its partners. Another notable advantage is that ProperTeam remains an equal partner with investors regarding additional building rights granted in projects.
Fields of Activity and Notable Projects
ProperTeam’s activities focus on identifying growth centers and leading complex planning processes at significant scale. The company operates nationwide, with projects in leading cities including Hadera, Rishon LeZion, Givat Shmuel, Kiryat Ata, and other areas with strong development potential. Over the years, ProperTeam has been involved in promoting residential, commercial, and employment complexes totaling thousands of housing units and tens of thousands of square meters, from raw land stages through advanced planning and implementation. This activity is based on a combination of broad entrepreneurial vision and deep understanding of planning processes, positioning the company as a significant player in shaping Israel’s future development areas.
