Tal Asaf Project Management and Planning Ltd. was established in 1996 as a small company with four employees. In 2008, the company was acquired by Ayelet Moalem Elia (a successful author) and Eran Moalem (IDF Lieutenant Colonel, Res.) and has since grown significantly into a leading company in its field, currently employing over 50 engineers, practical engineers, and architects.
The company specializes in end-to-end project management in the fields of construction and infrastructure, from the initial planning coordination stage, through the preparation of tenders and writing of technical specifications, to close supervision during execution. Its clients include government ministries (with a focus on the Prime Minister’s Office, the Ministry of Defense, the Ministry of National Security, and the Ministry of Government Housing), IDF units, municipalities, corporations, water companies, and private development firms. The company’s offices are in the western industrial zone of Rishon LeZion. In 2027, it plans to relocate its headquarters to the 1,000 Complex in Rishon LeZion, where it will occupy modern offices spanning approximately 200 square meters.

Use of BIM (3D Modelling) According to International Standards

Project planning and execution are carried out using BIM (Building Information Modelling) methodology in accordance with international standards. The company’s in-house BIM department is a key component in this process, working closely with project managers to integrate all building systems efficiently and effectively. This ensures design coordination, high execution quality, and significant savings in construction costs and timelines, including during operations and maintenance. The company supports every project from initiation to the end of the warranty period, emphasizing reliability, innovation, and top-tier service. Company Departments

Security Projects Department - This department includes employees with security clearance level 3 and above, providing planning and management, supervision, and quality assurance for strategically important security projects.
Safety Department - Staffed with certified Safety Officers, this department ensures that work at all sites complies with the required safety standards and protocols.
PPP Projects Department - Responsible for providing management, coordination, and quality assurance services for government and security institutions in PPP (public-private partnership) projects. The department ensures that concessionaires meet all contract requirements and oversees the project from planning and tendering through design review, construction, and building handovers, managing both planned and unforeseen changes.
Roof Agreements Division - This division oversees the planning, management, and supervision of the construction of new neighborhoods and building complexes in collaboration with local authorities, the Israel Land Authority (ILA), and regulatory bodies. Its personnel maintain direct contact with statutory planning committees.
Planning Coordination Department - Coordinates and activates design teams. These teams are made up of dozens of consultants tailored to each project’s nature and complexity.
BIM Department - Staffed by architects and practical engineers using 3D modelling (BIM), offers comprehensive client services, including BIM model management, Design and systems coordination, Clash detection, Design review based on the model, BIM model audits, Quantity take-offs from BIM, and Schedule control using BIM-generated execution reports

Selected Projects

Beer Ya’akov - Municipal Park and Zone 3 Complex: Municipal Park - Design of a public park spanning approximately 110 dunams. Initial planning and visual renderings have been approved. Zone 3 Complex: Design of a residential and public building area covering 500 dunams, with plans for around 3,000 housing units. Initial planning has been approved.
Intelligence Campus - A PPP project managed for the Ministry of Defense and Military Intelligence Directorate (AMAN). The campus is a combined base featuring a university campus, residential complexes, multi-use office buildings, workshop zones, R&D and manufacturing facilities, and recreational areas. The total built-up area is estimated to be 620,000 square meters, comprising approximately 110 buildings and extensive infrastructure.
Oz Project - A classified, high-tech project consisting of several buildings totaling approximately 18,000 square meters, featuring advanced systems. The company’s work includes management and supervision of on-site execution, management and coordination of planning, BIM model management, design and systems coordination, integration with external design models (e.g., SolidWorks and Plant 3D), and modelling of specialized disciplines.
