Administrative Law
Adv. Gilad Itzhak Bar-Tal heads the firm’s administrative litigation department. The department specializes in the drafting and management of public tenders; petitions to the Supreme Court sitting as the High Court of Justice (HCJ) and to the Courts for Administrative Affairs; preparation for and representation before commissions of inquiry; counsel to political parties, public figures and politicians at both the national and municipal levels; and support throughout legislative processes.
The firm’s clients include physicians and hospital department heads, Members of Knesset and political parties, mayors, candidates and members of local councils, as well as non-profit organizations and commercial entities.
In many administrative matters, we open additional channels in parallel to the administrative track – a multi-pronged strategy that generates leverage or dialogue between the parties and typically produces swift, efficient results. Legal Crisis Management and High-Stakes Legal Battles
The firm specializes in conducting legal-administrative battles against the Ministry of Health, the Ministry of Education and the defense establishment in all its branches. The firm represents the families of the female surveillance soldiers of Nahal Oz in their struggle with the IDF to obtain the documentation of their daughters’ final 24 hours. Among its most prominent matters are the firm’s successful campaigns to reverse draconian decisions of the Ministry of Health – including the closure of Assuta’s fertility department (during the “embryo exchange” crisis) and the cancellation of the French cesarean procedure – achievements that have cemented its standing in the field and broadened its client base across the front lines of Israeli medicine.
The firm also manages legal crises for companies and organizations. Employment Law
Adv. Chen Talmor heads the firm’s employment law practice, specializing in the representation of employers, employees, workers’ committees and senior executives, alongside ongoing counsel to employers in the day-to-day management of employer-employee relations. The firm brings deep expertise in litigation before all instances, including the Labor Courts, disciplinary committees and parity committees, as well as in employer audits and investigations, organizational handling-fee claims and more.

Adv. Shaya Cattan heads the firm’s commercial department, bringing more than 30 years’ experience in commercial litigation, contract law, business dispute resolution, debt collection, taxation and dealings with banks, together with legal counsel for projects valued in the millions of shekels.
