Haushner Real Estate Appraisals and Project Consulting is one of Israel’s elite firms for real estate appraisals, consultation, and supervision of real estate projects. Established in 1991 by Oded Haushner, who heads it to this day, the firm is comprised of 25 top-tier appraisers, economists, and engineers. Real Estate Appraisal Department
Property valuation – the firm conducts valuation of real estate properties of various types, including residential properties, yielding properties, commercial and office spaces, industrial and logistics facilities, hotels, assisted living facilities, gas stations, etc.
The firm delivers high-quality valuation reports tailored to a variety of needs, including sales and acquisition transactions, collateral valuations for banks and financial institutions (Standard 19.0), valuations for financial reporting purposes (Standard 17.1), feasibility and value assessments prior to project planning and land betterment, expert opinions for legal proceedings and disputes, appraisals for public sector needs including expropriation cases, compensation assessments for value reduction under “Section 197 of the Planning and Zoning Law”, professional opinions submitted to planning committees and regulatory authorities, etc.
The firm specializes in transaction support and due diligence between various entities, including corporations, institutional entities, and public offerings.
Zero reports and financial feasibility studies - conducting feasibility studies and preparing zero reports that provide a comprehensive analysis of project viability, enabling informed decision-making for all involved parties – including developers, banks, funding institutions, and purchasing groups. Over the years, the firm’s team has gained extensive experience in preparing these reports and analyses for a wide range of projects.
Urban renewal - providing support to developers, real estate companies, and institutional entities in urban renewal projects, including NOP 38 and evacuation-reconstruction (Pinui-Binui) initiatives across Israel. The team supports clients through all stages of the project – from initial planning, through feasibility studies and regulatory approvals, to execution and project completion.
In addition, the firm provides appraisal services to property owners involved in urban renewal projects. As part of this support, the firm assists owners in choosing the most suitable developer, while offering guidance throughout the process on critical matters such as evaluating owner protection mechanisms in the agreement, analyzing the proposed benefits, and maximizing the project’s financial potential prior to signing.
Betterment levies and objections to the ILA - submission of valuations and full representation throughout the betterment levy process, including expert opinions for initial objections to the ILA and appeals to the Objections Committee.
The firm has a proven track record of success in reducing betterment levies and payments to the ILA on behalf of developers, real estate companies, and property owners.
Civil engineering - the department provides complementary services that support the firm’s comprehensive real estate appraisal and financial consulting. Appointed by the courts as expert witnesses, the firm prepares opinions on value reductions resulting from construction defects.
In this manner, the firm essentially serves as a one-stop shop, providing integrated and holistic solutions under one roof.
Project and Financial Supervision Department
The firm provides project supervision services, including financial and/or engineering supervision on behalf of the financing entity (such as a bank, investment fund, or insurance company), with the objective of ensuring proper project progress.
This supervision includes tracking the developer’s compliance with the financing agreement, reviewing permits, approving significant execution marks, conducting budgetary controls, monitoring cash flow and sales volume, etc. As part of the process, a firm-appointed inspector conducts monthly site visits.
In addition, the firm provides current reports to the financing entity to support continued funding and the release of funds as the project progresses. This supervision allows for effective risk management throughout the project lifecycle.
