Red Sea Development is the development arm in the residential construction field of the Papouchado Group. At present, Israel’s real estate for residential purposes focuses on urban renewal projects. The company has vast experience in promoting complex urban construction plans and efficiently submitting permit requests. The Group has executed and is currently implementing various projects, including evacuation-construction projects, with some already completed, others in progress, and others still in the permitting and planning stages.
The Group, established in the mid-1970s by Mr. Eli Papouchado, is active in the fields of development, construction, maintenance, and management of properties and activities in the real estate field, with a broad international spread with a focus on Israel, the United States, and Europe. The Group has a strong financial standing and reputation, enabling it to secure financing from institutional entities, among the largest in Israel and the world, for the development of its projects.
The Group companies are engaged in the field of hospitality in Europe under two international brands, Park Plaza and Art’otel, and enjoy expertise and rich contractual experience. The activity in this field includes hotel ownership, construction, management, leasing, and licensing, with most of the activity in England, the Netherlands, and Germany. Simultaneously, the Group companies operate in the field of Server Farms, which include the establishment and operation of Server Farms in Israel, Europe, and the United States.

Selected completed projects

Ramat Gan, Highline 1 & Highline 2 towers, an evacuation construction project in a most attractive location in Ramat Gan, at the Elit Intersection (on the border of Tel Aviv), at the corner of Arlozorov and HaMatmid streets. The residents of the site elected the company to develop the project. As part of the project, 88 residential units were evacuated, and in their place were built 285 residential units in two towers of 30 floors each, under the execution of the Ashtrom Company. both towers were completed and were populated.
Rehovot, Hazerot Hamoshava neighborhood. The project is in the city center and borders on the streets Derech Ha’yam and Sheshet Hayamim. It is a private residential neighborhood, accessible to traffic arteries and rich environmental development.

Project under construction

Ramat Gan, Abba Hillel Street, Highline 3 Tower. An evacuation construction project on the sought-after Abba Hillel Street in Ramat Gan. Under the project, 33 residential units were evacuated, and in their place, a residential tower of 22 floors and 100 residential units is under construction. The project, constructed by Ashtrom, is expected to be completed for the population by the end of 2028.

Selected projects under advanced planning

Tel Aviv, Ha’bosem. An evacuation-construction project on Ha’bosem and Biranit Street in Tel Aviv. Under this project, 130 residential units will be evacuated, and a new residential neighborhood will be constructed facing the park. In the neighborhood, 470 residential units are planned, in five buildings. The city building plan is approved, and the project is in planning stages for a building permit.
Herzliya, CONNECT. An evacuation-construction project in Young Herzliya, near the Tsamarot Project. As part of the project, 226 residential units will be evacuated and replaced by 660 residential units, commerce areas, offices, and gardens. The project is developed in cooperation with The Meshulam Levinstein Group. The zoning plan is completed, and the project is in planning stages for the building permit.
Kiryat Moyzkin, Yoseftal Project. An evacuation-construction project on the central Yoseftal Street, near the Golda Park. The project will be composed of four residential towers of about 20 floors and 290 residential units. The zoning plan was approved for deposit.

Selected projects under planning

Ramat Gan, Ramat Ha’shikma. An evacuation - construction project on the Yehoshafat-Malkitzedek Streets site, which the Company won in a developers tender. Nine buildings, each 20 floors high, are planned in this project.
Herzliya, Hebron Street. An evacuation - construction project in the city center. The project will include residential towers, commercial areas, and public structures. The site is located on the light-train route.
Herzliya, Rambam Street. An evacuation-construction project in the city center, near the City Hall, the Court, and the Herzliya Museum. The project will include residential towers, commercial areas, and public structures. The site is located nearby the light-railway route.
Ramat Gan, Ha’biluiim. An evacuation-construction project on the Aluf Sadeh road. The project will be composed combined usages for residence, commerce, and public buildings. The project is in cooperation with Shelly Epstein Co.
Ramat Gan, HaRoeh - HaAri. An evacuation-construction project on the HaRoeh road, where we were chosen in a developers tender. The project will include combined usages for residence, commerce, and public buildings. The project is in cooperation with Shelly Epstein Co.
