Levy Shtark Zilberstein Consulting Engineering Ltd. is a leading civil engineering firm, that provides a comprehensive range of civil engineering services in the transportation field, including road Planning traffic planning (including temporary traffic arrangements), traffic lights, and system coordination.
The firm also has extensive experience functioning as lead designer and coordinate the entire planning team, thus enabling optimal synchronization between various designers and centralized project management.
In addition to the planning services the firm provides consulting services regarding traffic and transportation in various fields, such as “Smart transportation” (implementation and development of technologies to optimize transportation systems), road safety, safety reviews, planning guidelines, conducting studies, and professional consulting to local municipalities.
The firm manages a wide variety of projects, including urban and interurban road planning, interchanges, light rail and metro, public transportation systems, commercial and public institution complexes, bike paths, railroads, landing strips and security roads. The firm takes leading part in preparing master plans, strategic plans, and outline plans, and maintains a proven ability to accompany projects from the conceptual stage, through the statutory regulation, to detailed planning and the implementation stage, up to delivery to the client. The applicability and viability of the project are thus incorporated into the planning process from the beginning.
Consistent Growth Over the Years
The firm was established in 1991 by Avraham Levy, and in 1992 Yossi Shtark, who manages the traffic department, joined as partner. Since its inception, the firm has been distinguished by its integrated traffic and physical planning of roads and highways. This unique blend, along with the firm’s flagship principles - excellence and uncompromising professionalism, has earned the firm a great reputation, and within two years of its establishment, the workforce grew to about 15 employees. The firm continued to excel among civil engineering firms in Israel while managing various projects nationwide and while providing professional services and maintaining the client’s best interests. As the scope of activity grew, the team grew to 30 employees within three years and Arie Tsuk joined as a third partner. The three partners positioned the firm among the most professional firms, each with a strong reputation in their respective fields.
Ran Zilberstein, a transportation planning expert, joined the firm in 2017. The four of them, along with other long-standing managers, lead the office in complete synergy, each contributing his accumulated expertise.
Planning Mega Projects
The firm’s longstanding reputation led to many major projects, including the Carmel tunnels, the Tel-Aviv light rail, and the metro in Gush Dan, as the firm grew to approximately 70 employees, primarily engineers.
Every member is involved in planning, either independently or in full cooperation with the other members. Thus, team members keep track of their projects from start to finish, resulting in thorough control, and a sense of belonging to the projects they are involved in.
The Partners
Avraham Levy, Founding Partner and CEO - Avraham has been the CEO of the firm since its inception. He has extensive experience in planning large-scale complex projects, including the Carmel tunnels, Tel Aviv’s light rail purple and green lines, and intercity roads and interchanges including Golani Interchange, Yishai Interchange, Route 1 and Route 31. He graduated from the Technion and holds a bachelor’s degree in civil engineering with honors in 1976.
Yossi Shtark, Partner - Yossi coordinates the traffic field, including outline plans, city plans consulting, planning large urban and regional projects, and developing commercial complexes and hospitals. A graduate of the Technion, with a bachelor’s degree in civil engineering with honors from 1977 and a master’s degree in traffic engineering from 1985.
Ran Zilberstein, Partner - Ran manages the central branch and specializes in urban transportation planning of large projects, as of preliminary planning to detailed planning, including M1-N metro line’s traffic, Haifa Bay evacuation’s plan and Jerusalem’s light rail.
He possesses a master’s degree in transportation engineering and over 20 years of experience in traffic and transportation planning, traffic lights, public transportation, and mass transit systems.
The Firm’s Clients
The firm’s diverse clientele includes government offices, public bodies, local authorities, fuel companies, contractors, and private developers. These clients include, among others, National Roads Company of Israel, Ayalon Highway, N.T.A, Trans Israel – National Transportation Ventures, the Israel Lands Administration, the Ministry of Housing, the Ministry of Transportation, the Ministry of Commerce, the Ministry of Defense, municipalities and councils, Shikun & Binui, Melisron, Danya Cebus, and many others.
Overseas Activities
Apart from its activity in Israel, the firm also works extensively overseas, mainly in Nigeria in Africa, where it has been planning massive neighborhoods (in the scope of 25 thousand housing units) and intercity roads for the past 15 years.
Involvement in Projects from Dan to Eilat
The firm manages various projects from Dan to Eilat, from the main traffic axis of Majdal Shams beneath Mount Hermon to Highway 90 leading from Eilat to the Taba terminal.
The firm has been involved in almost every notable project in Israel, including:
M1 Metro Line – Starting 2024 the firm has been the main designer of the metpro’s M1 line, as a member of the Metpro group that won first place in the tender to manage and supervise its establishment.
The Carmel Tunnels Project, Haifa - Planning the routes of the Carmel Tunnel - a leading and groundbreaking project, which allows crossing Haifa from north to south in about 7 minutes. The project included planning two tunnels (6 km long each). The firm accompanied the project from start to finish.
Light Rail in Gush Dan - Green and Purple Lines - the firm served as the Lead Designer for two sections of the Light Rail in Gush Dan: Section G3 of the Green Line - a 7 km long section that crosses Tel Aviv from south to north and includes 4 km of underground lines. The second section is the PLE of the Purple Line - a section of about 7 km from Tel HaShomer to the HaTayasim Interchange.
Metro line M1N - The firm served as the Lead Designer for the northern part of the M1 line of the metro in the Tel Aviv area, Ramat HaSharon, Herzliya, Hod HaSharon, Ra’anana, and Kfar Saba. The length of the section is about 40 km, including about 30 stations.
Intercity roads and interchanges - The firm planned intercity roads and large interchanges nationwide - Golani Interchange, Ishay Interchange and Tel-Kashish Interchange, Route 75 in the north, through the Mishmar HaGvul Interchange and Route 1 in the center and Route 31 in the south.
Traffic lights with preference to public transportation- The firm is Israel’s leading firm regarding traffic light planning, particularly with preference for public transportation, and planned, among others, the three lines of the light rail in Tel Aviv, the public transport routes of Mahir Lair, and the Metronit in Haifa.
