Levy Shtark Zilberstein Consulting Engineering Ltd. is one of Israel’s leading civil engineering firms, that provides comprehensive services under one roof, including all planning fields in the transportation sector, including road planning, temporary and final traffic arrangements, traffic lights, signage planning, and more.
In addition to the planning services the firm provides consulting services regarding traffic and transportation. Smart transportation and implementation of technologies pertaining to transportation, road safety and safety reviews, planning guidelines, conducting studies, and professional consulting to local municipalities.
The firm manages a wide variety of projects - including urban and interurban road planning, interchanges, light rail and metro, public transportation systems, commercial and public institution complexes, bike paths, railroads, landing strips and security roads. Beyond its experience as a planning office, the firm also maintains extensive experience in providing “master planning” services for large-scale transportation projects, such as the Metro Project (Line M1), the Green Line of the Tel Aviv Light Rail (Section G3), the Purple Line (Section PLE), and more. The firm takes leading part in preparing master plans, strategic plans, and outline plans, and maintains a proven ability to accompany projects from the conceptual stage, through the statutory regulation, to detailed planning and the implementation stage, while adhering to applicability and viability of the project throughout the planning process.
Consistent Growth Over the Years
The firm was established in 1991 by Engineer Avraham Levy, and a year later Yossi Shtark joined as engineering partner, and managed the traffic department until 2025. Since its inception, the firm has been distinguished by its integrated traffic planning and physical planning under one roof. This unique blend, along with the firm’s founding principles - excellence and uncompromising professionalism, earned the firm a great reputation, and during less than two years of its establishment, the firm’s team grew to about 15 employees and continued to position itself as one of Israel’s leading transportation and traffic firms.
Over the following two years, the firm continued to excel among civil engineering firms in Israel while managing various projects nationwide, both large and small scaled, while providing professional services and maintaining the client’s best interests as a leading value. As the scope of activity grew, the team grew to 30 employees within three years as Engineer Arie Tsuk joined as a third partner. The three partners positioned the firm as one of the most professional firms, each with a strong reputation in their respective fields. In 2011 Yuval Levi joined the firm as Deputy CEO, in order to fortify management, and in 2017 Engineer Ran Zilberstein, a transportation planning expert.
This senior management team currently leads the firm in harmony and synergy as each one contributes his vast experience and professional knowledge accumulated over the years. The central values that lead the firm in all its endeavors are keeping the customer’s best interest at heart, alongside the well-being of the team, with attention to detail, adherence to schedules and acting in a attentive, respectful and decent manner.
Planning Mega Projects
In light of firm’s longstanding reputation, accumulated over 35 years, the firm was selected to partake in Israel’s largest and most significant projects - the Metro Project (Line M1), planning the Tel-Aviv light rail, the railway to Eilat, the Carmel tunnels, and more. Concurrently, the firm has grown to approximately 120 employees, primarily engineers. The firm’s unique stance stems from the fact that every member is involved in planning, either independently or in full cooperation with the other members. Thus, team members keep track of their projects from start to finish, thus enabling thorough control by employees and team managers, and a sense of belonging to the projects they are involved in.
The Partners
Avraham Levy, Founding Partner and CEO - Avraham has been the CEO of the firm since its inception. He has extensive experience in planning large-scale complex projects, including the Metro, the Carmel tunnels, Tel Aviv’s light rail purple and green lines, and intercity roads and interchanges including Golani Interchange, Yishai Interchange, Route 1 and Route 31. Alongside his activity in Israel, he also led planning projects abroad, including in Nigeria. He graduated from the Technion and holds a bachelor’s degree in civil engineering with honors in 1976.
Ran Zilberstein, Partner, Deputy CEO - Ran manages the central branch and specializes in urban transportation planning of large projects, as of preliminary planning to detailed planning, including M1-N metro line’s traffic, Haifa Bay evacuation plan and Jerusalem’s light rail.
He possesses a master’s degree in transportation engineering and over 20 years of experience in traffic and transportation planning, traffic lights, public transportation, and mass transit systems.
The Firm’s Clients
The firm’s diverse clientele includes government offices, public and private bodies including local authorities, fuel companies, contractors, and private developers. These clients include, among others, National Roads Company of Israel, Ayalon Highway, N.T.A, Trans Israel – National Transportation Ventures, the Israel Lands Administration, the Ministry of Housing, the Ministry of Transportation, the Ministry of Commerce, the Ministry of Defense, municipalities and councils, Shikun & Binui, Melisron, Danya Cebus, and many others.
Overseas Activities
Apart from its vast activity in Israel, the firm also works extensively overseas, mainly in Nigeria in Africa, where it has been planning massive neighborhoods (approximately 25,000 residential units) and planning intercity roads for the past 15 years.
Involvement in Projects from Dan to Eilat
The firm manages various projects from Dan to Eilat, from the main traffic axis of Majdal Shams beneath Mount Hermon to Highway 90 leading from Eilat to the Taba terminal, including planning the Taba parking lot.
The firm has been involved in almost every notable project in Israel, including:
M1 Metro Line – Since 2024 the firm has been the main designer of the Metro’s M1 line, as a part of the Metpro group that won first place in the tender to manage and supervise its establishment.
The Carmel Tunnels Project, Haifa - Planning the routes of the Carmel Tunnel - a leading and groundbreaking project, which crosses Haifa from north to south in about 7 minutes. The project included planning two tunnels (6 km long each). The firm accompanied the project from start to finish.
Light Rail in Gush Dan - Green and Purple Lines - the firm served as the Lead Designer for two sections of the Light Rail in Gush Dan: Section G3 of the Green Line - a 7 km long section that crosses Tel Aviv from south to north and includes 4 km of underground lines. The second section is the PLE of the Purple Line - a section of about 7 km from Tel HaShomer to the HaTayasim Interchange.
Intercity roads and interchanges - The firm plans intercity roads and large interchanges nationwide - Golani Interchange, Ishay Interchange and Tel-Kashish Interchange, Route 75 in the north, through the Mishmar HaGvul Interchange and Route 1 in the center and Route 31 in the south.
Traffic lights with preference to public transportation - The firm is Israel’s leading firm regarding traffic light planning, particularly for junctions with public transit signal priority. Hundreds of intersections have been designed including for the three Tel Aviv light rail lines, the Fast to the City bus routes, and the Haifa Metronit.
