About Av-Gad Holdings Ltd.
Av-Gad Holdings Ltd. is a real estate development company that was founded in 2009 and specializes in the urban renewal field. Over the last years, the company has presented significant growth and as of 2025’s first quarter, it maintains a backlog of about 26,760 housing units in over 104 projects across the country, 13,488 of which are under construction and in planning and execution stages. This represents a total future income of approximately NIS 20 billion. The company has built and delivered 21 projects containing about 701 housing units. In 2021 the company became a public company whose stocks are traded on the Tel Aviv Stock Exchange. In July 2025 the company completed raising series D bonds, at approximately NIS 193 million. At the beginning of 2024, the company reported a cooperation agreement with The Phoenix, including the participation of The Pheonix in partnership in the development of Av-Gad projects in a total investment of NIS 400 million. The company currently employs over 70 employees including permanent employees, including staff members and engineers. The company expects to begin construction of about 1,578 additional housing units simultaneously in 2026-2027 as part of the urban renewal and Pinui Binui projects. Thus, the company became one of Israel’s leading and largest urban renewal companies.
Executives
Michael Ratzon, Chairman of the Board is an attorney and Colonel in Res.; a former member of Knesset and former deputy minister, and a real estate developer with over 30 years of experience. Michael headed large companies such as Avner Insurance Company, NATA (Light Rail to Gush Dan), the Environmental Company, and others.
Adv. Reem Ratzon, CEO of the company since its inception, holds a bachelor’s degree in law and economics from Tel Aviv University and a master’s degree in business administration from Tel Aviv University. Reem is the controlling shareholder of the company he established with his father and has extensive experience in real estate in general and urban renewal in particular.
Adv. Yuval Arad, Deputy CEO and VP of sales and marketing, has an LL.M. from Bar Ilan university and a B.A. in chemical engineering from Shenkar. During 2018-2014 he served as the head of the local authority of Kohav Yair-Zur Yigal, and prior to that, as a senior strategist of many companies and organizations in Israel.
CPA. Uri Tishler, CFO, has a B.A., Business Administration and Accounting and an LL.M. Uri has vast experience in finance and funding of public and international real estate companies.
Adv. Asael Golan, the company’s Legal Advisor has an LL.M. and a B.A. in business administration specializing in finance from the Interdisciplinary Center Herzliya and is a member of the Israel Bar Association. Maintains vast experience regarding urban renewal in Israel.
Urban Renewal
Av-Gad Holdings Ltd. sees urban renewal as one of the main solutions to the existing and expected shortage of residential apartments. The company’s activity regarding TAMA 38/1 (reinforcing and construction), development of TAMA 38/2 projects (demolition and construction) and development of Pinui Binui complexes. In addition, Av-Gad maintains a private executive division (a subsidiary) with unlimited classification, that allows it full control over all projects it is involved in. This is a relatively substantial advantage in complex market conditions in which there is uncertainty regarding the availability of construction workers, as the situation in Israel has been since the end of 2023.
Involving Tenants in the Process
The company sees tenants and rights holders as equal partners during the urban renewal process. One of the company’s secrets of success lie in its ability to maintain an open dialogue with tenants and rights holders on an eye-level while creating trust and full transparency throughout the process. As part of this concept, Av-Gad, being a familial company, enables much availability for tenants to the company’s executives, at all times.

Av-Gad accumulated expertise regarding urban renewal management, in an uncertain planning environment, while developing dialogue and trust with tenants, and better cooperation with many of Israel’s municipalities and local authorities, as well as with planning institutions and planning and construction committees.
Prominent Projects Under Construction
Av-Gad Tower, Balfur 81, Bat Yam: Pinui Binui project in which the old buildings, which include 31 housing units, were demolished in December 2025, and a luxury building with 25 floors and 105 new housing units is built, above commercial floors in the street level, and two employment floors.
7-9 Anilevich, Petach Tikva: NOP 38/2 project in which the company demolished in July 2024 2 buildings with 10 housing units in total. 2 new 9-story buildings with 36 new housing units will be built.
24-26 Hagdud Haivri, Raanana: NOP 38/2 project in which the company demolished in the beginning of 2024 two buildings with 21 housing units and in its place will build a modern building with 64 new housing units.
28 Hachail, Raanana: NOP 38/2 project in which the company will demolish a building with 24 housing units in December 2024, and in its place will build 3 buildings with 65 new housing units.
16-18 Bnei Binyamin, Herzliya: A demolition and construction project (NOP 38) which includes the demolition of buildings with 27 existing units, and the construction of two new buildings with 67 new housing units.
5 Golomb, Ramat Hasharon: NOP 38/2 project in which the company demolished in December 2024 the old building with 18 housing units in December 2024, and in its place will build a building with 27 new apartments, including a penthouse.
Prominent Projects in Planning Stages
Harashut complex, Hod Hasharon: Pinui Binui project in which the company will vacate an old building that includes 56 old housing units and, in its place, will build a luxury tower with 186 new housing units.
Shaarei Ha’ir, Ramla: Pinui Binui project (the company’s share in the project is 80%) in which the company will vacate an old residential complex with 116 housing units and in its place will build a luxury residential complex with 530 new housing units.
Abba Hillel, Ramat Gan: Pinui Binui project (the company’s share in the project is 50%) in which the company will vacate an old residential complex that includes 164 old housing units and, in its place, will build a modern and designed complex with 492 new housing units.
19-21 San Martin, Jerusalem: Pinui Binui project in which the company will demolish 2 buildings that include 36 old housing units and, in its place, will build a modern 33-story building with 172 new housing units.
13-15 Ben Gurion, Kfar Saba: NOP 38/2 project, in which the company will demolish 2 residential building with 27 housing units and instead build 84 new housing units. The project is promoted within Shaked alternative framework with the Municipality of Kfar Saba.
Completed Projects
Simtat Hagina, Ramat Hasharon: NOP 38/2 project (demolition and construction). The company vacated an old residential building with 12 housing units and built a boutique building with 28 new apartments.
19 Shmuel HaNagid, Herzliya: NOP 38/1 project (reinforcement and construction), which includes 11 existing units, adding 11 new apartments, including 2 penthouses, a total of 22 units.
59-73 Tzahal, Kiryat Ono: NOP 38/1 project which includes 108 apartments, 44 of which are new apartments and penthouses. Population pending.
